There are several ways to report noise complaints to the police and the city. They NYPD's 50th district would have you call them directly. While this might get the info to them faster, it also leaves no paper trail about the complain with the city or their commissioner so they may be less inclined to act. Calling 311 can result in waiting on hold for over 10 minutes before they answer. Then you've got to spend the time telling the operator your address and such. The fastest solution is to record the event online, directly with NYPD's Commissioner Kelly. You can reach him directly at:
